The "Arabella Figg" Dumbledore refers to at the end of book four is the same Mrs. Figg that takes care of Harry for the Dursleys in book one. This was confirmed by JK Rowling in a chat on the Scholastic website.

It is rumored that she is Harry's protector or secret keeper. Which is why she lives across the street from his muggle aunt and uncle. There was another hint at this rumor when Mr. Weasley borrowed a tent for the Quidditch World Cup. It smelled like cats, just like Mrs. Figg's home.
